Recycle BC’s glass packaging fee rose 20.8% in 2026. In Québec, 2027 eco-modulation penalties will add 75% to contributions for PVC packaging and 50% for PLA and other degradable plastics. The move to standardized reporting categories in 2027 will require more detailed packaging data ahead of annual reporting deadlines – 64 classifications. How should cosmetics companies respond today…and what should they be planning for the near future?
EPR is increasingly about more than funding recycling. Through eco-modulation and material-specific fees, it is also a policy tool to influence packaging choices and reshape market conditions. For cosmetics and personal care companies, that creates a particular challenge: packaging is integral to product performance, brand identity and the consumer experience, yet often involves complex components and materials that are difficult to recycle. How do we reconcile business realities with regulator goals, especially when the costs of the latter challenge the former.
This session will connect day-to-day compliance with the business strategy behind it. We’ll explore harmonization, fee forecasting and the factors driving packaging costs, alongside PFAS considerations, the Federal Plastics Registry and developments in other jurisdictions.
